San Diego County Manufactured Homes: Community or Own Land?

Buying a manufactured home in San Diego County? Compare community living (space rent, 55+ vs. all-age, resales) with placing a new home on your own lot.

If you're shopping for a manufactured home in San Diego County, one of the first questions is where the home will sit. You can buy a home in a manufactured home community and rent the space underneath it, or you can place a new home on land you own. This guide walks through both paths, the California rules that apply, and what to look for in a retailer. Option 1: Buying in a manufactured home community

Many buyers start with a manufactured home community (California law calls them mobilehome parks). You own the home, and you rent the space it sits on. That monthly space rent is a big part of your budget, so ask for it up front along with estimated utilities and any other park charges.

California's Mobilehome Residency Law (MRL) sets many of the rules between homeowners and park management. A few points worth knowing before you buy, from the 2026 Mobilehome Residency Law handbook published by the California Senate:

  • Park approval. If the home will stay in the park, management may require the right to approve you as the buyer. After it is notified of the sale, management must give the seller and buyer its approval standards and a list of required documents within 15 days.
  • Grounds to say no are limited. Approval can be withheld for reasons such as not having the financial ability to pay the rent, estimated utilities and other park charges.
  • Rental agreement terms. A homeowner must be offered a rental agreement of 12 months, a shorter term if the homeowner asks for one, or a longer term both sides agree to.
  • Rent increases. Management must give written notice at least 90 days before a rent increase.
  • Disclosure. A seller must give the buyer a Manufactured Home and Mobilehome Transfer Disclosure Statement before the sale.

The California Department of Housing and Community Development (HCD) notes that the MRL is enforced by the courts, not by HCD. HCD does run a Mobilehome Assistance Center and the Mobilehome Residency Law Protection Program for residents with questions or complaints.

55+ or all-age?

San Diego County has both senior and all-age communities, and the choice changes who can live in the home. Under the MRL, management may require a buyer to follow park rules that limit residency by age for housing for older persons, as long as those rules comply with the federal Fair Housing Act. Families shopping for an all-age community and retirees looking for a 55+ community will be looking at different lists. Two of the most viewed listings on TLC's site this month show both sides. One is in Poway's Poinsettia family community and another is in the Poinsettia senior community. A remodeled home in Village Green and a corner-lot home in Village Green 55+ have also drawn a lot of interest.

Resale homes

Many community homes are resales: an owner sells the home in place. In California, the sale isn't complete until the buyer receives the title, and the buyer is responsible for registering the home with HCD. Depending on the home, that may be an HCD title or an older DMV "pink slip," and the home may be on local property tax or yearly registration. HCD's buy, sell and transfer page lists the forms for each case. A good retailer will handle that paperwork with you.

Option 2: A new home on your own land

If you own a lot in Ramona, Alpine, Valley Center or elsewhere in the backcountry, a new manufactured home is another way to put a home on it. You skip space rent, but you take on the site: utilities, access, and the permits your city or the county requires. Check with your local planning and building office before you commit to a floor plan.

TLC sells new homes from two California factories, Cavco Riverside (Fleetwood) and Clayton Perris. You can buy a home that's ready for move-in or custom order one. The Fleetwood Canyon Lake series alone runs from a 1,166 sq. ft. 3-bedroom to a 1,680 sq. ft. 3-bedroom, with a 4-bedroom plan at 1,306 sq. ft. As with any manufactured home in California, plan on titling and registration through HCD, which handles titling and registration for manufactured homes and mobilehomes.

What to look for in a retailer

Whichever path you pick, the retailer matters. Look for one that sells both new homes and community resales, so you can compare the two side by side. Ask whether they can take your current home as a trade-in or list and sell it for you. Find out how well they know local communities, including space rents and age rules, and whether they'll walk you through park approval and the HCD title transfer. And check that the business is licensed. A dealer license number should be easy to find on their site.
